Why is the ad for location A better performing than the ad for location B? What is the reason behind the different performances?

There is no clear answer to this question. Some locations are different from others due to their population and regional circumstances, such as 

  • urban vs rural areas
  • differences in user behaviour
  • economical status / income
  • density of competitors in a specific region
  • the nature of your products and services

No two locations are really the same unless you choose cities that are similar if not identical in population size, social/economical status, the same competition. Even different weather conditions and seasons can result in vastly different performances.
